Azerbaijan’s ASAN Service Receives “Best Government Service of the World” Award in Dubai

Azerbaijan’s one-stop-shop social services network “ASAN Service” was recognized as “Best Government Service in the World” within the “Global Government Excellence Award” Program at the 10th World Government Summit held in Dubai, United Arab Emirates.

The award was presented by Hamdan bin Mohammed bin Rashid Al Maktoum, the Crown Prince of the Emirate of Dubai, to Ulvi Mehdiyev, the Chairman of the State Agency for Public Service and Social Innovations under the President of Azerbaijan.

“ASAN Service” was honored with the “Best Government Service in the World” award among contenders representing 80 countries.

The “Global Government Excellence Award” was established at the initiative of the government of the United Arab Emirates to reward successful practices by encouraging innovations in the field of public service provision and evaluating advanced government initiatives globally.

The Azerbaijan Service and Assessment Network or ASAN, which means “easy” in Azerbaijani, is a multi-purpose service network that provides easy access to public services and streamlines government-to-citizen communication.

First introduced in 2012, ASAN Service (ASAN Xidmət in Azerbaijani) currently delivers more than 360 services in 24 centers across Azerbaijan based on the comprehensive hi-tech system grid. The list of services includes birth, death, and marriage registration; issuance of identity cards and passports; migration services; issuance of driver licenses; real estate records, and electronic visa processing for foreigners and others. The innovative network also delivers 55 utility services in three cutting-edge centers to facilitate the government-to-people interaction. For those living in remote locations, ASAN offers a “service on wheels” option on ten fully-equipped buses and a train, known as Mobile ASAN.

From 2012-2022, ASAN Service centers handled up to 60 million applications from 8 million citizens of the country. The “service on wheels” buses of the ASAN Service addressed applications of more than 3 million citizens over the same period. 

The satisfaction score of the services grid among the Azerbaijani citizens currently stands at 99.8 percent. 

During ten years of operation, ASAN Service signed cooperation agreements with 16 countries and two international organizations. As a result, the expertise of the innovative services network were exported to four countries.
