Azerbaijan Launches Next ASAN Service One-Stop-Shop Social Services Center

The next state-of-the-art social services center, called “ASAN Xidmet” (ASAN Service), has been inaugurated in Azerbaijan. This center, the 25th of its kind, was inaugurated during President Ilham Aliyev’s visit to the Salyan district on Tuesday, as reported by President.Az.

Ulvi Mehdiyev, the Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan (ASAN Service), has revealed that the new center, named Salyan Regional ASAN Xidmet Center, covers an area of 2 hectares (4.9 acres) and includes an administrative building, two parking lots, a cafe, a concert stage, a recreation zone, and a children’s entertainment area.

The center is equipped with advanced technologies, such as the “Metaverse” platform, “METASAN service,” “e-ASAN” equipment, and “Charge Box” power supply stations. With over 360 services provided by a range of public agencies, private companies, and enterprises, the center offers cutting-edge solutions to meet the diverse needs of its customers.

“The “ASAN xidmet” system is already well-known worldwide as an Azerbaijani brand and is highly appreciated by the country's population,” President Aliyev told journalists. “In other words, “ASAN xidmet” is an example of our intellectual products. At the same time, we are already exporting intellectual products.”

The ASAN Service and Assessment Network, or ASAN, which translates to “easy” in Azerbaijani, is a comprehensive service network designed to simplify access to public services and enhance communication between the government and citizens. The network offers a wide range of services, making it a one-stop-shop for citizens seeking government assistance.

ASAN Service (ASAN Xidmət in Azerbaijani) was initially introduced in 2012 and has since expanded to 25 centers across Azerbaijan, providing over 360 services through its comprehensive hi-tech system grid. These services include birth, death, and marriage registration, ID and passport issuance, migration services, driver license issuance, real estate records, and electronic visa processing for foreigners, among others. ASAN also offers 55 utility services through three cutting-edge centers, further enhancing government-to-people interaction. Additionally, for those residing in remote areas, ASAN provides a “service on wheels” option through ten fully-equipped buses and a train, collectively known as Mobile ASAN.

Between 2012 and 2022, ASAN Service centers processed around 61 million applications from 8.6 million citizens in Azerbaijan. Over the same period, the ASAN Service’s “service on wheels” buses also handled over 3 million applications from citizens in remote areas.

The satisfaction rate of the ASAN Service among Azerbaijani citizens is currently at an impressive 99.8 percent.

Over the course of its ten years of operation, ASAN Service has established cooperation agreements with 16 countries and two international organizations. As a result, the network's innovative services and expertise have been exported to four countries.

In February of this year, ASAN Xidmet was honored with the title of “Best Government Service in the World” at the 10th World Government Summit held in Dubai, United Arab Emirates. The network won the award over contenders from 80 countries in the Global Government Excellence Award Program.
