Exclusive Interview: Nazim Mammadov Reveals Azerbaijan’s Ambitious Goals for COP29

Nazim Mammadov, COP29 Focal Point at UNDP Azerbaijan, sat down with Caspian News in Bonn last week to discuss the progress of the June United Nations Climate Meetings, held from June 3 to 13 at the World Conference Center in Bonn, Germany.

Q: Could you elaborate on how the discussions at the June Climate Meetings are shaping the development of more ambitious national climate plans, and what role Azerbaijan will play in setting higher targets at COP29? 

The discussions at the June Climate Meeting in Bonn aimed to ensure that all nations increase their efforts to reduce greenhouse gas emissions and limit global warming.  

Azerbaijan, like other countries, is being encouraged to set higher targets for reducing its emissions. By participating in these discussions, our country can share its progress in energy transition, learn from other countries, and commit to more ambitious climate goals. At COP29, we will have the opportunity to present the updated plans and demonstrate our commitment to combating climate change by implementing the green energy projects, helping to inspire other countries to do the same. 

Q: With the ongoing focus on Article 6 carbon markets, what are the key outcomes you expect from the June Climate Meetings and how is Azerbaijan preparing to engage with these mechanisms at COP29? 

At these meetings we clarify, so to say, the rules for trading carbon credits, which is essential for ensuring transparency and preventing any double counting. Another key focus of the meetings is establishing frameworks for carbon market mechanisms, including project approval and issuing credits. 

Such meetings also address the need for capacity building and support, particularly for developing countries, to provide these countries with the necessary technical and financial assistance. It is also planned to include setting up monitoring and reporting systems to accurately track emissions reductions and ensure compliance with standards. 

Azerbaijan is actively aligning its national policies with international carbon market requirements. Our country is also enhancing its technical capabilities to measure, report, and verify emissions reductions effectively. Through potential projects, such as those in renewable energy or energy efficiency, we aim to generate carbon credits and benefit from the financial incentives offered by the international carbon markets. 

We are committed to actively joining international discussions and negotiations to represent our interests and stay updated on carbon market developments. Azerbaijan aims to seize financial and technological opportunities in the carbon markets, positioning itself as a proactive player in the global fight against climate change. 

Q: How is Azerbaijan planning to enhance its climate resilience? 

Azerbaijan is updating national policies to include climate resilience strategies, creating a strong framework to tackle climate change. Our country is also dedicating financial resources to support and sustain various climate resilience projects. 

Collaboration is a key aspect of our country’s approach. The country plans to work with international organizations, other nations, and local communities to share knowledge and resources, fostering innovative climate solutions. Additionally, Azerbaijan aims to raise public awareness and encourage community involvement in resilience-building activities. 

Azerbaijan will establish monitoring and evaluation systems to track progress and make necessary adjustments, ensuring continuous improvement and long-term resilience. 

By integrating policy development, funding, collaboration, public awareness, and rigorous monitoring, Azerbaijan aims to protect its people, environment, and economy from the adverse effects of climate change. This comprehensive approach positions the country to effectively manage and mitigate climate impacts. 

Q: What measures were proposed at the June Climate Meetings to enhance transparency in climate commitments and actions, and how will Azerbaijan ensure these measures are effectively implemented at COP29? 

As a means, Azerbaijan can strengthen its data collection processes to improve how it gathers and manages information on its climate actions. Accurate data is crucial for reliable reporting and assessment. We could also ensure timely and precise reporting through training and capacity building of officials. Building capacity within the relevant institutions will enhance our country’s ability to meet transparency requirements. 

Collaboration with international bodies and other countries is also vital. By working closely with these entities, Azerbaijan can learn and adopt best practices for transparency. This cooperation will help Azerbaijan align with global standards and demonstrate its commitment to transparency. 

These steps will showcase Azerbaijan's dedication to transparency and strengthen its role in combating climate change at COP29.
